To ensure all Special Treasury Assistance that has been allocated is used according to the terms specified in the letter of agreement and the programmes implemented are consistent with priority areas and intended target groups
FUNCTIONS
To monitor the implementation of NGO programmes receiving the Special Treasury Assistance allocations via the following four(4) methods:
Receipt of Programme Implementation Report
Inspection of recipients of the Special Treasury Assistance allocations
Discussions with NGOs, i.e. by providing advisory services
Attendance as observers at programmes conducted by NGOs
To monitor the capacity building programmes of the Council for Development of Women and Family as specified by the top management of the ministry
To monitor the capacity building programmes implemented by the Department for Women’s Development (Nur Bestari, Gender Sensitivity Programmes, I-KEW, I-KIT, Sutera Sari) and other programmes conducted through smart partnership with private companies
To hold briefings on programme implementation to recipients of the Special Treasury Assistance allocations
To prepare periodic performance reports on programmes implemented by the Department for Women’s Development, Council for Development of Women and Family and NGOs
To serve as secretariat to the Monitoring and Evaluation Committee
To coordinate entrepreneurship programmes for women
To prepare input/feedback on the implementation of programmes by NGOs and the Council for Development of Women and Family
CLIENT’S CHARTER
We pledge to provide quality services as follows:
Ensure every recipient of the Special Treasury Assistance receives the notification letter and reminder regarding the programme implementation report within 12 months (365 days) of the date of the letter of agreement; and
Ensure the show cause notice is issued within thirty (30) working days to every recipient of the Special Treasury Assistance who does not submit the programme implementation report after the expiry of the letter of agreement
NGO RELATED INFORMATION AND MWFCD SPECIAL TREASURY ASSISTANCE APPLICATION
Special Treasury Assistance Grant is a GOVERNMENT Financial Assistance that is distributed to Non-Governmental Organisation (NGO) for the purpose of implement program on Women’s Development, Family and Community’s Development; The grant is distributed to encourage participation and involvement of NGOs in welfare programs and services. It requires NGOs to act as a partner with the Ministry in providing the best service to the public, in addition to the services provided by the government.
SERVICES AVAILABLE TO NGOs
1. PROVISIONS OF SPECIAL ASSISTANCE TREASURY GENERAL APPLICATION ELIGIBILITY
Open to all non-governmental organisations (of NGOs) registered with any recognised Registrars or any government agency authorised by laws of the State and carrying out a program that is relevant for women, families and the community.
TERMS OF PROJECT IMPLEMENTATION
All successful applicants must comply with the Guidelines of Implementation of Program.
All NGOs should give RECOGNITION TO THE GOVERNMENT: • by collaborating with MWFCD through the use of GOVERNMENT and MWFCD LOGO
